Australia's federal government has identified five native bird species at extreme risk of extinction from avian influenza, with hundreds more facing severe population reduction. This grim assessment comes as the H5 bird flu, a special mutation that arose in its sixth year, has already caused mass mortality among Australian wildlife on an island off South Australia's south-east coast earlier this week. The Invasive Species Council CEO, Jack Gough, called the government's list of vulnerable species a "list of doom," warning that extinction is likely if the virus reaches these populations.
More than 80 different endangered and critically endangered species have a high or worse threat ranking. The critically endangered Herald petrel, endangered Christmas Island frigate, and vulnerable Houtman Abrolhos lesser noddy, imperial shag, and Heard shag are all under extreme threat. Mammals like the endangered Tasmanian devil and eastern quolls are also highly ranked, expected to suffer severe population reductions, though likely to survive. Dolphins, whales, sea lions, and seals face significant impacts if infected.
The Cost of Neglect
Epidemiologist Raina MacIntyre noted the virus's unprecedented pattern, having "swept through and decimated different species" in other countries. Despite the clear and present danger, funding for comprehensive wildlife protection has not kept pace with the biosecurity response. Gough stated that while the biosecurity response had been "excellent," funding to protect wildlife "had gone backwards." He emphasized the need to address other threats like "foxes, the cats, the rats on islands," ensuring wetlands are connected, and preventing "habitat destruction occurring in key nesting areas." This work, he argued, "hasn't been happening at a scale which reflects the seriousness of this list."
Gough called for an emergency $200 million investment into wildlife resilience, separate from the government's biosecurity efforts. He pointed out that state governments had already identified where these projects should be. The critical missing piece, he asserted, is funding. This investment, he added, "should have been funded three years ago when we started preparing [for bird flu] but the next best time is right now before the spring breeding season." The delay in allocating necessary resources highlights a systemic prioritization of other expenditures over ecological preservation.
The State's Selective Hand
Federal Environment Minister Murray Watt acknowledged the likelihood of inland spread and the additional risks posed by the spring breeding season, calling it "a very serious event." He stated that the government had invested about $47 million over the last couple of years in building up populations of its most threatened species. This investment focuses on removing "feral cats, feral pigs, other kinds of invasive species" and funding "captive breeding" in zoos or other facilities. However, this sum falls far short of the $200 million identified as necessary for broader resilience.
The state's approach focuses on managing symptoms rather than addressing the underlying vulnerabilities created by habitat destruction and chronic underfunding. Watt also noted the challenges of vaccinating wild bird populations, requiring two doses and proving impractical. While trials for captive birds are underway, this limited scope underscores the inadequacy of relying on technical fixes when systemic ecological support is lacking. Professor MacIntyre also highlighted the significant knowledge gap regarding the susceptibility of Australia's unique marsupials and monotremes, species found nowhere else. The state's preparedness, despite having time as the "last continent in the world to have bird flu," appears to be selectively applied, leaving critical gaps in protection.
Limits of Reform
The government's current investment and strategy, while presented as protective measures, fail to meet the scale of the ecological crisis. The $47 million allocated pales in comparison to the $200 million deemed essential by experts and pre-identified by state governments. This disparity reveals how capital's priorities often dictate state spending, diverting resources from collective ecological health towards more contained, less costly interventions that don't challenge existing land use or economic models. The focus on captive breeding and feral animal removal, while useful, does not address the broader systemic issues of habitat degradation and underinvestment in natural systems that make wildlife vulnerable to such outbreaks. The "excellent" biosecurity response for human and agricultural interests stands in stark contrast to the "backwards" funding for wildlife, exposing the class interests embedded in state resource allocation.
