Wildfires in France and Spain forced the evacuation of more than 330,000 people in the past week as both countries braced for a fourth heat wave of the summer. The people at the bottom paid first. The institutions that helped drive the crisis are now scrambling to keep trains running, roads intact and airports from buckling under temperatures that keep climbing.
Who Pays for the Heat
Eurostar said it is preparing for unprecedented heat across Europe with a new fleet of up to 50 Celestia trains designed to withstand temperatures of up to 55 degrees Celsius, or 131 degrees Fahrenheit. A Eurostar spokesperson said the trains will enter service in 2031 and run into the 2060s, and that the company had originally intended to invest in a new fleet that could operate in conditions of up to 45 degrees Celsius before recent heat waves prompted a change of plan. The bosses get to redesign the hardware. Everyone else gets the bill in the form of disruption, delay and a continent built for a climate that no longer exists.
In Norway, extreme heat pushed asphalt temperatures at Oslo Airport toward 52 degrees Celsius, prompting fire crews to douse the tarmac with thousands of liters of water to prevent damage to aircraft stands and taxiways. Workers at Oslo Airport, which is operated by Avinor, said each cooling round used around 13,000 liters of water, with the operations repeating every hour during the hottest periods. That’s not resilience in the abstract. That’s crews hosing down the infrastructure hour after hour so the system can keep moving.
What They Call Adaptation
In Sweden, Stockholm's public transport operator SL has painted railway tracks white to reduce the risk of heat-related disruptions such as track displacement and track buckling, sometimes called sun kinks. The method has also been used on particularly vulnerable railway sections in southern Europe, including Spain and Italy. White paint on rails. Water on tarmac. New trains built for 55 degrees Celsius. This is what “normal” looks like when the climate the powerful helped wreck starts pushing back.
Lena Fuldauer, head of resilience and business development at Allianz Risk Consulting, called extreme heat a "quiet catastrophe" for businesses. She said businesses can face equipment failures, reduced operational efficiency, increased maintenance and downtime, supply chain disruptions, power grid strains and workforce impacts during periods of excessive heat. Fuldauer cited recent research from Nature Science showing that the June 2026 heat wave saw nearly half of 854 European cities break or approach all-time heat-stress records, with a peak of 48°C recorded at Casteltermini, Italy. The damage runs through every layer of the machine, but it lands hardest on workers, commuters and residents who don’t get to opt out.
Fuldauer said temperatures above 50°C, which she said have been virtually impossible at Mediterranean locations in the pre-industrial world, have seen their likelihood increase by a factor of 10 to 1,000 under human-induced climate change, using recent climate attribution science, and that by end-of-century such extremes could occur annually at the hottest locations. She said the insurance industry needs to become a resilience partner for society and that public-private partnerships are key. "The insurance industry cannot solve this problem alone but needs to work with government and international organizations to develop scalable solutions for extreme heat," she said.
The Limits of Managed Crisis
Jan Rosenow, professor of energy and climate policy at the U.K.'s University of Oxford, said the ravaged village of Le Porge at the center of France's wildfire crisis should serve as a stark reminder of the root cause of the climate crisis. In a LinkedIn post published on July 28, Rosenow said, "For decades climate scientists told us this would happen more frequently and that the severity of extreme weather and its consequences would increase. The world did not listen and we keep burning fossil fuels at record levels." He added, "Adaption alone is not a viable strategy as the extreme fires show us."
Scientists have repeatedly warned that climate change is exacerbating the frequency and intensity of extreme weather events, and the burning of fossil fuels such as coal, oil and gas is the chief driver of the climate crisis. Europe is warming at twice the speed of the global average since the 1980s, according to the European Union's Copernicus Climate Change Service. The apparatus knew. It kept going anyway.
James Brennan, director of climate risk modelling at Climate X, said extreme heat days are set to double or even triple across central Europe by 2050 under a high-emission scenario used by the Intergovernmental Panel on Climate Change. He said that would mean regions currently recording five to 10 days per year of extreme heat would see 20 to 30 days per year within a single generation. Brennan said southern Europe faces the most severe conditions, with parts of the Iberian Peninsula, southern Italy and Greece projected to exceed 40 to 55 extreme heat days per year. He added, "No region in Europe sees a reduction in extreme heat days by 2050: the acceleration is universal. But the risk is greatest where exposure is already highest, making adaptation both most urgent and most difficult in the south."
A spokesperson for the European Commission, the EU's executive arm, said the Commission will soon present a new integrated framework for climate resilience and risk management. The spokesperson said, "It is clear that the efficiency and intent of all policies is being compromised by climate change unless that is calibrated into the policy design." The spokesperson added, "So, independent whether we are talking about energy policy, infrastructure, transport policy, health, we have to be able to calibrate our approaches and investments according to the actual climatic conditions in which those policies need to operate."
That’s the language of managed collapse: frameworks, calibration, partnerships, investments. Meanwhile, the heat keeps coming, the tracks warp, the tarmac softens, and more than 330,000 people are already out of their homes.
