The European Union has launched three generative AI projects worth €36.8 million aimed at embedding AI tools across public administrations — from flood forecasting to citizen services — with final outcomes expected by 2029-2030. Half the funding, €18.4 million, comes directly from EU coffers. But the initiative faces a familiar challenge: how to encourage genuine innovation without bankrolling another wave of "AI-washing" schemes that promise transformation but deliver little more than glossy reports.
Climate Crisis and Digital Tools
The "Floods and droughts" consortium, led by Italy with partners from France, Spain and Greece, has a total value of €8.8 million, with €4.4 million provided by the EU. The project is expected to end by 30 June 2030 — four years later. It aims to equip public administrations with Gen-AI-enabled tools that improve anticipation, crisis management and citizen communication related to increasingly common climate disasters such as floods and droughts. As extreme weather events become the new normal across southern Europe, the question isn't whether AI can help — it's whether public authorities will have the capacity and infrastructure to use these tools when the next crisis hits.
A Push for Tech Sovereignty
The "Eunomia AI" consortium is the most ambitious of the three. Led by Spain and joined by 13 more EEA countries — Austria, Estonia, Finland, Greece, Portugal, Latvia, Germany, the Netherlands, Poland, Italy, Hungary, Norway and Malta — it has a total value of €13.9 million, with €6.9 million provided by the EU. The project is expected to end by 30 June 2029 — three years later — with the first pilot projects expected in one and a half years. Its goals are to accelerate the adoption of trustworthy GenAI in European public administrations by deploying it in 25 public administrations and at least 15 public services, and to reinforce European tech sovereignty by using and fine-tuning the EU's open-source models. The project description says this will be achieved by procuring and hosting "centralized, high-performance GenAI infrastructure" at the University of Granada, with an option to create federated local nodes.
The emphasis on sovereignty is deliberate. Europe's public sector has become reliant on American tech giants for basic digital infrastructure — a dependency that raises questions about data security, regulatory autonomy, and the capacity of European governments to control their own digital futures.
From 'AI Fast Food' to a 'Community Kitchen'
The third project, "EuropAI," is led by the Netherlands and includes Denmark, Belgium and Luxembourg. Its total cost is €13.9 million, with €6.9 million provided by EU funding, and the estimated project date is 30 June 2029 — three years later. Its goals are to accelerate the adoption of sovereign and trustworthy GenAI solutions across European governments by creating a framework for EU member state governments to co-create, test and share GenAI solutions in three strategic domains: legislative and administrative simplification, urban analysis and spatial planning, and digital assistance for citizens across web and mobile.
The consortium describes European public administrations as relying on imported "AI fast food" from non-EU providers, like ChatGPT, Copilot or Gemini, and says the plan is to offer member states a trusted "community kitchen where Member States co-create, test, and share GenAI solutions." It says the system's backbone is built on Denmark's OS2ai platform, which already serves more than 28,000 employees, and the Netherlands' GovChat-NL. It also describes ready-made tools as "pre-cooked meals ready to serve," reusable building blocks as European-made AI models, blueprints that let other countries replicate what works, compliance checks that act as "nutrition labels," and an app marketplace serving as "an organised pantry."
The culinary metaphor is charming. Whether it translates into functioning digital infrastructure is another matter.

Europe's digital sovereignty isn't just a buzzword — it's a question of whether democratic governments can regulate, tax, and hold accountable the technologies that shape public life. The EU's generative AI projects represent a necessary attempt to build homegrown alternatives to Silicon Valley monopolies. But past EU-backed innovation schemes have too often produced reports and pilot projects that never scale. If these three consortia are to succeed, they'll need more than funding — they'll need political will, technical capacity, and a willingness to learn from failure. The stakes are high: public administrations that can't adapt to AI risk being left behind, while those that adopt it uncritically risk entrenching bias, exclusion, and corporate control. The challenge is to build tools that serve citizens, not shareholders — and to do it before the next flood, drought, or democratic crisis hits.
