Police arrested five suspects in Herveo on Thursday 1 October 2026 over an alleged plan to attack the family of mayor Gina Vanessa Silva. Her father, Óscar Silva, serves in an unpaid role leading local social programs and appeared to be the main target. The case comes as the mayor has publicly denounced extortion of farmers and producers in town and around the Páramo de Letras.
Farmers Under Threat
In July 2026, Gina Vanessa Silva named a man known as alias “Tinejo” and said he “has us devastated” from prison, Q’hubo Ibagué reported. Investigators haven't established whether the alleged plan against her father was retaliation for those complaints. Q’hubo said investigators were examining that possibility.
Óscar Silva serves as Herveo’s “gestor social,” an unpaid position in which a mayor’s relative leads social programs. Local media reported he appeared to be the main target, while the mayor and her wider family also faced risk. “Thanks to God and the police, we were able to act in time,” he said, as quoted by El Diario.
Silva requested stronger protection. Prosecutors sought protection for him, the mayor and her younger brother, Pulzo reported. Colombia’s National Protection Unit assigns bodyguards and armored cars to officials under threat, but first assesses threats before deciding whether to assign protection. The family is waiting for that decision.
Silva blamed Tinejo, whom he described as a long-time extortionist in northern Tolima. Andrés Felipe Arango Ríos, identified as Tinejo, was arrested in 2021 over the killing of former Herveo councillor Ovidio Salazar, Alerta Tolima reported. Arango Ríos hasn't been charged in the new case.
Arrests and Prosecution
Police arrested the five suspects in Herveo, the mayor’s home town in the mountains of northern Tolima. Officers seized three revolvers, 12 cartridges of various calibres, five mobile phones and two motorcycles, according to Infobae.
The three adults face charges of aggravated criminal conspiracy, aggravated illegal possession of firearms and using minors to commit crimes. A judge sent them to prison while the case proceeds. Authorities placed the two teenagers, aged 15 and 17, in youth detention facilities in Manizales and Ibagué. The Fiscalía, Colombia’s prosecution service, brought the charges after the police operation.
None of the five suspects has been convicted, and all are presumed innocent. The Fiscalía must build its case and determine who, if anyone, ordered the alleged plan. The arrests don't establish who sent the suspects. Investigators haven't connected the plan to a named armed group.
Threats Against Leaders
Police said their inquiry preliminarily points to two prisoners, La Patria reported: an alleged drug-dealing boss in northern Tolima and a person who leads a gang around the Páramo de Letras mountain pass. The police account identifies possible leads, not a proven order or motive.
The Electoral Observation Mission, an independent watchdog, counted 435 attacks on political, social and community leaders from March 2025 to March 2026. Attacks on political leaders accounted for 62.5% of the total and rose 12.9% compared with the previous period measured. Senator Miguel Uribe Turbay, shot at a Bogotá rally in June 2025, was the best-known victim; his killing continues to shape security policy.
The case now rests on the Fiscalía’s investigation and the National Protection Unit’s assessment. Authorities have arrested suspects and seized weapons, while the alleged organizers and the reason for the plan remain unestablished.
