Colombia Pitches $150B National Wealth to Global Capital

Vice President José Manuel Restrepo presented a US$150 billion investment portfolio to global corporate executives in New York yesterday, effectively offering Colombia's national resources for foreign capital accumulation.

The full pipeline of investment opportunities, totaling more than US$150 billion according to government figures, was presented to business leaders. Colombian outlets reported the same pipeline at over 600 trillion pesos, equivalent to approximately US$188 billion, a figure the report noted is often misread due to the Spanish term 'billones' meaning a million millions.

Out of 176 total projects, 37 were designated as priorities for this capital flight initiative.

These prioritized projects span sectors ripe for surplus extraction: energy, infrastructure, logistics, agribusiness, tourism, industry, software, critical minerals, and artificial intelligence.

The State as Capital's Agent

Restrepo addressed a meeting of the Consejo Empresarial Alianza por Iberoamérica, or CEAPI. A day earlier, he met with about 40 senior executives at the Council of the Americas on Park Avenue.

Representatives from major transnational corporations including Apple, Intel, Pfizer, Visa, Citi, and Lockheed Martin were present at these meetings, signaling their interest in the proposed opportunities for profit.

Restrepo confirmed in a social media post that over 60 investors reviewed the opportunities, underscoring the broad reach of this push for foreign investment.

The government's plan, named Misión Crecer, relies on several mechanisms designed to facilitate capital accumulation. These include investment incentives offering legal stability, a bank of strategic projects, and the reduction of regulatory rules and paperwork.

The plan also aims to move domestic savings into investment, effectively redirecting national wealth to serve the interests of foreign capital. The stated target for this strategy is an annual growth of 6%.

President's Absence, Capital's Presence

President Abelardo de la Espriella, who took office about 1 month and 16 days ago on 7 August 2026, remained in Colombia, fulfilling a campaign promise not to leave the country. Vice President Restrepo leads the work of presenting the investment portfolio.

Restrepo is scheduled to deliver Colombia’s address to the United Nations General Assembly tomorrow, 24 September 2026, further solidifying the government's commitment to attracting foreign capital on the international stage.
