EU Drops Canada Membership Plan for Closer Ties

EU countries have dropped a proposal to offer Canada “associate member” status in the 27-member bloc. The draft now uses “ever closer association,” a phrase that stops short of full membership. Diplomats said Germany, Italy, Greece and France objected. Brussels can revise the label, but the draft still leaves Canada outside membership.

The wording fight

The latest draft of a joint statement ahead of a landmark EU-Canada summit says: “We will create an even closer association between Canada and the EU... and work to define by the 2027 EU-Canada Summit the concept of an ever closer association of Canada to the EU, short of full membership itself.” Later, the text switches from “even closer” to “ever closer.” EU countries were considering this language, not making a final decision; the statement still needed final approval.

The earlier draft proposed a different route. It said the EU and Canada would “work to define by the 2027 EU-Canada Summit the concept of Associate Member that will reflect, through this even closer association, our common endeavour and cooperation towards our shared goals of prosperity, economic security and strategic autonomy.” The newer version removes that proposed status but keeps the promise of closer association. The wording does the institutional work: one label disappears, while another remains to be defined.

A proposal from above

European Commission President Ursula von der Leyen proposed “associate membership” for Canada in her State of the European Union speech in September. The proposal caught some EU countries off guard, according to the account. Diplomats said Germany, Italy, Greece and France objected to including associate membership in the statement.

The draft records a shift between the Commission president’s proposal and the language EU countries were prepared to consider. It doesn’t establish associate membership for Canada. Nor does it settle what an “ever closer association” would mean: the text says the concept is to be defined by the 2027 summit. For now, the draft names a destination but leaves the terms open.

The decision is still pending

EU countries had until 6 p.m. to raise objections, and the joint statement still needed final approval. The deadline makes the text’s limits plain: EU countries are negotiating a draft, not adopting an agreement. The source gives no account of public participation in that process and no detail on what the proposed association would change in practice.

The earlier version promises cooperation towards “prosperity, economic security and strategic autonomy”; the latest draft instead commits to creating a closer association and defining its concept later. Those phrases remain promises in draft text, not a record of outcomes. Canada is offered neither full membership nor the associate status Ursula von der Leyen had floated. The final wording remained unresolved as the objection deadline approached.
