Merz stated this proposal should not hinder accession processes for Moldova and the Western Balkans, suggesting they too should benefit from "privileged access" to the single market and "closer ties" with Brussels, extending the reach of supranational control across the continent.

The push for this "innovative solution" comes as Hungarian Prime Minister Viktor Orbán, previously described as the "prime opponent of Ukraine's accession," departs from office. His successor, Péter Magyar, has signaled a readiness to lift the veto against Kyiv's accession negotiations after discussions with Volodymyr Zelenskyy regarding the Hungarian minority in Ukraine. This development clears a significant obstacle for the transnational elite's agenda, potentially allowing Ukraine to open the first cluster of negotiations by the time 27 leaders gather in Brussels on 18-19 June. Merz has called for an agreement soon and a dedicated task force to finalize the details, centralizing power away from national parliaments.

The summit focuses on the Trump administration's plans to withdraw guarantees of support for European security, even in wartime, and the depletion of the alliance's critical weapons stocks due to the ongoing war in Iran. NATO Secretary General Mark Rutte acknowledged the US pivot, stating, "This has been expected," and that "adjustments will take place" as the US "has to pivot toward, for example, Asia."
