Athens Cedes AI Sovereignty to 'International Level' Directives

Greece is preparing significant constitutional amendments, including a new provision for artificial intelligence, with a leading government lawmaker explicitly stating that “Many issues today are defined at the international level.” This declaration, made 1 day ago by Evripidis Stylianidis, the government’s lead lawmaker on the constitutional revision, signals a further erosion of national sovereignty as the political class aligns domestic law with transnational frameworks.

Conservative Prime Minister Kyriakos Mitsotakis outlined these proposed revisions 1 day ago, claiming they were necessary “to safeguard future generations amid global concerns about AI’s risks to democratic governance and humanity itself.” This framing of “global concerns” suggests that national policy is being shaped by external, supranational anxieties rather than solely by the will of the Greek people, diminishing the self-determination of the nation.

Mitsotakis informed lawmakers from his governing center-right party that “It’s very important that, in this process of constitutional revision, we take care of the world that will host our children.” The proposed changes include a provision stating: “Artificial intelligence shall serve the freedom of the individual and the prosperity of society, ensuring that risks are mitigated and that the advantages it provides are fully realized.” While presented as protective, such broad language can be interpreted as a pre-emptive alignment with international standards for AI governance, potentially limiting future national autonomy and cultural distinctiveness.

The Prime Minister also linked AI challenges to other globalist narratives, stating, “These challenges already dominate today: from the climate crisis and protection of water resources to renewable energy sources, but above all the use of artificial intelligence.” He added that “This great revolution must also be constitutionally placed at the service of individual freedom and social well-being,” further embedding national constitutional law within a framework of internationally defined priorities, rather than purely national interests.

Sovereignty Under Threat

The constitutional revision process itself is lengthy, involving a series of votes by two successive parliaments and typically requiring cross-party support. This institutional mechanism ensures that such fundamental changes, which transfer national authority, are embedded deeply within the legal fabric of the nation, making them difficult to reverse by future governments responsive to the native population. This process facilitates the managed decline of national legislative independence.

Constitutional experts in Greece argue that AI must be legally required to serve democracy because “major private technology platforms now hold enough data and power to operate beyond effective public oversight.” This admission highlights the elite capture of critical infrastructure by transnational corporations, whose influence now necessitates constitutional amendments to even attempt to rein them in, rather than asserting national control over these entities. The native working class, whose data and digital lives are increasingly managed by these platforms, remains largely dispossessed of control.

Evripidis Stylianidis, the government’s lead lawmaker, further elaborated on the implications of these changes, telling state radio 1 day ago that “The protection and proper use of artificial intelligence touches all human rights in daily life and is something that must concern us in the constitutional revision.” This broad interpretation of AI’s scope, linked to universal human rights, reinforces the post-national legal order that systematically reduces the self-determination of sovereign peoples by subjecting national law to international norms and frameworks.

Elite Agenda and Digital Control

Greece has been an eager adopter of AI and modern technology since emerging from a major financial crisis eight years ago. This adoption includes upgrading border surveillance and rebuilding its tax administration, demonstrating the regime’s willingness to implement advanced digital control mechanisms. A powerful government services platform now manages a wide array of citizen interactions, from obtaining a divorce to buying tickets for domestic soccer matches, centralizing data and control over daily life, further entrenching the digital surveillance state.

Further illustrating the regime’s alignment with supranational directives, last month the government unveiled plans for a full social media ban for children younger than 16. This policy was explicitly stated as being “intended to pressure the European Union to adopt similar rules.” This move reveals a strategy to leverage national policy as a tool to advance a harmonized, EU-wide regulatory framework, further diminishing the distinct legislative authority of member states and pushing for a unified digital control apparatus across the continent, eroding national cultural protections.

Dozens of other changes proposed in the constitutional update include expanding postal voting and increasing mandatory schooling from nine to 11 years. While seemingly domestic, these changes contribute to a broader restructuring of society and civic participation, potentially facilitating greater state oversight and control, aligning with the managed decline of traditional community structures. The banning of retroactive taxation is also part of this extensive legal overhaul, which, taken as a whole, represents a significant re-engineering of the nation’s foundational legal document under the guise of modernization and global alignment, ultimately serving transnational elite interests.
