Hungary’s nuclear grid buckles as heat bites

Hungary will shut down the Paks nuclear power plant on Sunday for the first time in its 44-year history, Prime Minister Peter Magyar said after a further drop in the Danube’s water level forced the country’s sole nuclear plant toward a full stop. The decision, announced on social media late Saturday night, lays bare how a single cooling system, a single river and a single state-managed grid can leave millions exposed when the weather turns and the infrastructure creaks.

A river, a reactor, a warning

The plant sits 120 kilometers south of Budapest and uses water from the Danube to cool its reactors. It normally generates 2,000 megawatts, more than 40% of Hungary’s electricity production. But the falling river level had already cut output earlier in the week, and some reactors had been shut down before the final order came down. That’s the neat little miracle of centralized energy planning: one river drops, and the whole machine starts coughing.

Magyar said: “Due to a further decline in the Danube's water level, the second-to-last generating unit at the Paks nuclear power plant will be shut down at 1:30 a.m. (2330 GMT).” He added: “As a result, the plant is now producing only 240 megawatts (of electricity), and tomorrow (on Sunday), for the first time in 44 years, it will be completely shut down.” The language is clinical. The reality is not. A plant that supplies more than 40% of national electricity production has been reduced to a fraction of its output because the river it depends on is running low.

The Danube has fallen to record-low levels in some areas after months of below-average rainfall and successive heat waves since May. Hungary’s water authority projected that the river would fall further in the coming days. It measured the Danube’s water level in Budapest at 23 centimeters on Wednesday morning, below the previous record low of 33 centimeters set in 2018. The numbers are stark. The river is shrinking, and the state’s answer is to juggle supply, issue decrees and hope the grid holds.

Power prices, penalties, and who gets squeezed

The shutdown comes as heat waves across Europe, including in France and the US, are stressing power systems, raising blackout risks and energy prices when electricity demand is highest. No significant rain is forecast for the next few days, and temperatures are expected to rise to over 38 degrees Celsius across the region. The market does what markets do under strain: prices jump, and the people with the least room to move get the bill.

The surge in imported electricity prices could cost Hungary between 120 billion and 240 billion forints, or between $315 million and $630 million and €273 million to €546 million, Tisza Party Vice Chairman Mark Radnai said on Facebook. Those figures point to the real architecture underneath the rhetoric about resilience and security. When domestic supply fails, the state reaches for imports, and the cost gets passed through the system.

Magyar warned that the Paks plant could remain offline for weeks. He said his government would seek voluntary power cuts from large users, in addition to the 240 megawatts already pledged, with penalties for noncompliance. A decree would also allow grid operator MAVIR to mandate consumption cuts and temporarily disconnect large users if necessary. Magyar said: “Households will be the last to face restrictions.” That promise sounds comforting until you read the rest of it. Large users get pressured first, then disconnected if needed, while the state keeps the household front of the queue for pain management.

The state manages the shortage

This is what centralized power looks like when it meets climate stress. The plant’s shutdown isn’t just a technical event. It’s a reminder that energy systems built around giant facilities, state decrees and market prices leave ordinary people waiting for officials to decide who gets electricity, who gets cut, and who pays more for the privilege of staying on.

The Danube keeps falling. The grid keeps tightening. And the people at the bottom are told, once again, that the last restrictions will be for them.
