A Guatemalan citizen, Angel Emilio Rodriguez-Marroquin, was sentenced Monday to 50 years in prison for producing child pornography involving his 8-year-old niece and nephew, authorities reported. Immediately following the sentencing, Department of Homeland Security officials leveraged the horrific crime to advance a political agenda, blaming “disastrous open borders” and “Radical Left’s open borders agenda” for the perpetrator's presence in the country, thereby justifying increased state control over migration.

Rodriguez-Marroquin, identified as a Guatemalan citizen living in California, pleaded guilty to multiple charges, including producing child sexual abuse material that featured his niece and nephew, both 8. Acting Assistant DHS Secretary Lauren Bis described Rodriguez-Marroquin as a “depraved illegal alien” and a “monster.” Bis explicitly stated that he “would not have been in our country in the first place if it weren’t for the Biden Administration’s disastrous open borders that released him into our country.”

The State's Narrative of Control

Federal authorities arrested Rodriguez-Marroquin on Nov. 22, 2025, less than one year ago, on suspicion of production and possession of child pornography. Beyond his conviction in the United States, he is also the subject of a child exploitation investigation in Guatemala, an inquiry led by U.S. Immigration and Customs Enforcement (ICE) and Homeland Security Investigations (HSI), demonstrating the transnational reach of state enforcement agencies.

According to the Department of Homeland Security, Rodriguez-Marroquin first illegally entered the U.S. in 2024 and was subsequently released by the Biden administration. This claim forms the basis for a broader political narrative that attributes a perceived “surge in crime” to current immigration policies, framing them as a failure of liberal governance.

The Trump administration has consistently attributed an influx of “illegal immigrants” into the U.S., and a corresponding rise in crime, directly to Biden immigration policies. This political framing uses individual criminal acts to justify more restrictive border regimes and expanded state surveillance and control over migrant populations.

Weaponizing Migration

A White House news release, issued about one month ago on April 10, 2026, further amplified this narrative. The release stated that in the first months of 2026, the Trump Administration had arrested scores of “depraved illegal alien killers, rapists, and violent sexual predators.” The White House release explicitly claimed these individuals “were enabled, protected, and unleashed by the Radical Left’s open borders agenda — policies Democrats are desperate to restore.” This rhetoric positions migration as an inherent threat, demanding a more militarized border and expanded state powers of detention and deportation.

The focus on the “illegal alien” status of the perpetrator, rather than the systemic issues contributing to such crimes or the conditions that compel migration, serves to demonize an entire class of people. This strategy diverts attention from the structural contradictions of an economic order that often creates the conditions for forced displacement and vulnerability. Fox News Digital reported that it had reached out to Rodriguez-Marroquin's legal team for comment.

The state's response, as articulated by DHS and the White House, transforms a horrific individual crime into a political weapon. It reinforces the idea that migrants are inherently dangerous, justifying policies that concentrate power in border enforcement agencies and further marginalize those seeking refuge or economic opportunity. This narrative, rather than addressing the root causes of crime or exploitation, instead targets a vulnerable population, expanding the state's capacity for control and repression.
