Netanyahu Promises Hebron Evictions Before the Election

Benjamin Netanyahu stood in Hebron on Friday and told the cameras what the army would do to the people who live there. According to his office, he said forces "will enter the neighbourhood from which the terrorists came, evacuate the residents, go from house to house, and destroy the terrorist infrastructure." The residents weren't consulted. They were the subject of the sentence, not its audience.

The prime minister framed the order as a response to two Hamas gunmen stopped by IDF soldiers that morning. Without them, he said, a major attack targeting civilians would likely have occurred. He canceled Likud events scheduled for Friday morning, then ordered the IDF and security forces to cordon Hebron and block all travel through the West Bank. An entire territory's movement, switched off by a single instruction.

The State's Monopoly

Netanyahu promised an operation "of a scale not seen since the Six-Day War." His words: "The IDF is ready to carry it out. We will determine the timing, but it is coming." He said the Defense Minister and he had overseen the planning. Note the grammar of it. Timing is theirs to determine. Evacuation is theirs to order. The people in the neighbourhood get to find out when the soldiers arrive.

According to the Jerusalem Post, he said the house-to-house model used in refugee camps would be applied in Hebron and possibly expanded to other cities. A template, in other words, already tested on people who were displaced once before.

Finance Minister Bezalel Smotrich added that there was "no escaping" a comprehensive West Bank military campaign. He didn't say who'd be doing the escaping, or from what.

Who Gets Crushed

While the prime minister spoke of coming operations, the arrests were already underway. Al Jazeera reported Israeli forces arrested 36 Palestinians in West Bank raids on Thursday. Netanyahu himself said forces were "carrying out extensive waves of arrests" and would pursue Hamas "wherever they are and at all times." Wherever and at all times is not a description of a targeted operation. It's a description of a standing claim over everyone's doorway.

On the same Thursday, the Colonization and Wall Resistance Commission documented 17 attacks by Israeli forces and settlers on Palestinian farmers during the olive harvest. Al Jazeera described this as an escalation. Seventeen attacks in a single day, on people trying to pick fruit from trees.

Al Jazeera's Nida Ibrahim, reporting from Ramallah, put the timing plainly: "This is coming at a time of great tension, not just before the Israeli elections, but there has been a ramp-up in attacks by settlers against Palestinians in the occupied West Bank." Elections are coming. A campaign promising the largest operation in decades, announced on a Friday morning in a cordoned city, lands in that context whether anyone admits it or not.

The Apparatus on Display

The base reporting contains no statement from Hebron residents about being told to leave their homes. It contains no word from the farmers whose harvest was attacked, beyond the commission that counted the incidents. What it does contain is a prime minister, a finance minister, a defense minister and an army, all speaking in the first person plural about a population that appears only as a location to be emptied.

The pattern is worth reading slowly. A security incident produces a total closure. The closure produces an announced operation. The operation is previewed in the language of war, and the war is previewed days before the people it targets know when it begins. At no point in the chain does a single affected resident hold a veto. That's not a malfunction of the system. That's the system describing itself.
