US Funds Transit Deal as Rates Bite

Guyana received its first six US-arranged transit arrivals on Friday 4 September under a one-year migration cooperation framework, with four Cubans and two Afghans landing in Georgetown while the US funds the arrangement and the IOM is on the ground.

Who Pays, Who Decides

Foreign Secretary Robert Persaud said the arrangement is not permanent resettlement and that no further US requests are pending. That’s the official line. The machinery still runs on outside money, outside pressure, and a framework built far above the people who have to live with it. The government says entry rules and visa policy are unchanged, but the first arrivals are already on the ground, and the arrangement is already in motion.

Argentina’s official peso held at 1,480 / 1,530, the blue rate stood at 1,525 / 1,545, and country risk was steady at 485 basis points. A US$1,000 card spend bills at roughly ARS 1.99 million on the tarjeta rate, while selling US$1,000 in cash brings about ARS 1,525,000 at the blue compra.

Mexico’s spot rate was near 16.96, and the guide said MXN 10,000 of monthly spending costs about US$590 at that reference. It also said the peso closed Friday at 16.99 per dollar, per the Mexico Markets desk. Peru’s spot reference was about 3.36, and Uruguay’s retail rate was about 40.27. Across the region, the exchange tables read like a ledger for extraction. Every conversion tells the same story: the people at the bottom pay in full, and the institutions at the top call it normal.

What the Institutions Are Doing

Brazil’s Copom will decide on the 14.00% Selic on 15–16 September, and Brazil’s first-round election is 4 October. Colombia’s Ecopetrol extraordinary assembly meets 15 September, with six of nine directors up for replacement. São Paulo Tech Week runs from 13–18 September, and the Bienal do Livro São Paulo has its final day on 13 September. The calendar is packed with official procedures, corporate meetings, and managed public spectacle. The apparatus keeps itself busy.

The guide listed normal Sunday transport and weather conditions across Brazil, Argentina, Chile, Colombia, Guyana, Mexico and Peru, and said standard urban precautions apply across the region. That’s the baseline now: institutions managing movement, money, migration, and risk while everyone else is told to adapt. The state calls it order. The markets call it reference.
