Five States Accept Nuclear Waste for Energy Jobs

Five states have agreed to host the nation's radioactive waste in exchange for federal investment in nuclear energy development and thousands of jobs. Tennessee, Louisiana, Oklahoma, Utah, and Idaho—all led by Republican governors—are now on the front lines of a decades-long struggle to manage over 95,000 metric tons of spent nuclear fuel piling up at reactor sites across the country.

The move marks the first time since the federal government abandoned its failed Yucca Mountain project that states have voluntarily stepped forward to accept long-term nuclear waste repositories. That Nevada facility, proposed decades ago, collapsed under sustained local opposition and remains a cautionary tale about the political cost of imposing waste storage on unwilling communities.

A Waste Crisis Without a Solution

Spent nuclear fuel currently sits in temporary storage pools and dry casks at nuclear plants and decommissioned reactor sites nationwide, creating what experts describe as an unresolved public safety challenge. The waste remains radioactive for thousands of years, yet the federal government has no permanent disposal plan. Moving this material away from population centers, fault lines, and flood plains has been the stated goal of nuclear policy for decades—one that's gone largely unmet.

The proposed Nuclear Lifecycle Innovation Campuses would consolidate waste management alongside uranium enrichment, spent-fuel reprocessing, and fuel fabrication. The Energy Department estimates these facilities could attract up to $50 billion in private investment and generate as much as $10 billion in state and local tax revenues, with eligible projects accessing federal loans worth billions.

Energy Secretary Chris Wright framed the announcement as central to President Trump's goal of quadrupling domestic nuclear energy production to meet surging electricity demand from data centers and artificial intelligence infrastructure. "These campuses will be massive generators of economic growth," Wright said in a statement.

The Communities Bearing the Risk

Tennessee and Idaho bring deep historical ties to the nuclear industry. Tennessee hosts Oak Ridge National Laboratory, which enriched uranium during World War II as part of the Manhattan Project, and is now home to critical nuclear research. Idaho operates the Idaho National Laboratory, a key research facility for nuclear energy and national security. Utah was a uranium source for the Manhattan Project and a training site for crews that dropped atomic bombs on Japan 81 years ago.

Tennessee Gov. Bill Lee invoked that history in his statement: "As our state answered the call during the Manhattan Project and helped shape the course of history, Tennessee stands ready once again to advance the safe, reliable energy solutions our nation depends on."

Yet the historical framing obscures a critical question: what safeguards will protect workers and nearby residents from long-term radiation exposure? The Trump administration has moved to reshape the independent Nuclear Regulatory Commission to accelerate reactor development. More troubling, the NRC has proposed abandoning a foundational safety principle that for 50 years kept radiation exposure "as low as reasonably achievable." The new standard would set maximum exposure limits instead, a shift that critics argue prioritizes industry speed over precaution.

Congressional Oversight Remains Uncertain

California Rep. Mike Levin, a Democrat who has long pushed for safe removal of spent fuel from decommissioned plants like San Onofre in his district, called the announcement "a monumental step in the right direction." He emphasized that "for the first time in decades, states are raising their hands" to accept nuclear waste.

But Levin also stressed that Congress must act to authorize the campuses and establish clear oversight mechanisms. That legislative work hasn't begun, leaving fundamental questions unanswered: What environmental and safety standards will apply? How will communities be protected if something goes wrong? Who bears liability if waste storage fails?

Scott Roecker, a former National Nuclear Security Administration official now advising the pro-nuclear Nuclear Scaling Initiative, acknowledged the political breakthrough while urging caution on one element: he warned against reprocessing spent fuel at these sites to create new reactor fuel, citing cost and security concerns. "Getting a community to accept a long-term repository for nuclear waste has been a big challenge in the United States politically," Roecker said. "The fact that they're talking about the whole fuel cycle at these centers is a positive thing. Basically, you're getting the consent of that community for that long-term repository."

Why This Matters:

For the first time in a generation, the federal government has a pathway to address a radioactive waste crisis that's been festering for decades. Yet this breakthrough comes with significant risks that demand democratic scrutiny. Five states are volunteering to accept the nation's most dangerous byproducts—waste that will remain hazardous for millennia—in exchange for economic development. The arrangement reflects a hard truth: communities with fewer economic alternatives often bear the highest environmental burden. The Trump administration's simultaneous effort to weaken the NRC's foundational safety principle—keeping radiation exposure as low as reasonably achievable—suggests that speed to deployment may be prioritized over protection of workers and residents. Congress must establish robust oversight, transparent safety standards, and genuine community consent mechanisms before these campuses move forward. The stakes are too high, and the timescale too long, for anything less.
