Five states with Republican governors have signed non-binding agreements to host nuclear waste storage facilities in exchange for federal support developing advanced nuclear energy infrastructure. Tennessee, Louisiana, Oklahoma, Utah, and Idaho are now positioned to become regional hubs for what the Energy Department calls Nuclear Lifecycle Innovation Campuses—facilities that would consolidate waste storage, uranium enrichment, spent-fuel reprocessing, fuel fabrication, and potentially advanced reactor deployment.

Over 95,000 metric tons of spent nuclear fuel and radioactive waste currently sit at nuclear plants and former nuclear sites scattered across the country. Yucca Mountain in Nevada, the long-planned permanent storage solution, has remained stalled for years due to fierce local and state opposition. These new campuses represent a fundamentally different approach: offering states economic incentives to voluntarily host repositories rather than imposing federal mandates.
The Energy Department projects the campuses could attract up to $50 billion in private investment and generate as much as $10 billion in state and local tax revenues. Eligible projects would access federal loans worth billions of dollars. Energy Secretary Chris Wright called the campuses "massive generators of economic growth" and described them as crucial to "unleashing America's nuclear renaissance."
The Economic Case
Tennessee Gov. Bill Lee framed his state's participation as both economic opportunity and historical continuity. "As the global epicenter of nuclear energy, Tennessee is honored to be selected as a potential host for a Nuclear Lifecycle Innovation Campus," he said. Tennessee's Oak Ridge National Laboratory enriched uranium during World War II as part of the Manhattan Project. Idaho hosts the Idaho National Laboratory, a key research site for nuclear energy and national security. Utah was a source of raw uranium for the Manhattan Project and a training site for crews that dropped atomic bombs on Japan 81 years ago.
Moving radioactive material away from population centers, fault lines, and flood plains addresses a real logistical problem. Experts say the approach should also help officials gain consent from communities that will host the repositories—a critical factor in getting projects off the ground.
Trump's Nuclear Strategy
The announcement arrives as President Donald Trump attempts to quadruple domestic nuclear energy production in response to surging electricity demand driven by data centers and artificial intelligence expansion. Trump has also moved to reshape the independent Nuclear Regulatory Commission to accelerate nuclear reactor development. Under Trump's direction, the NRC has proposed eliminating a foundational safety philosophy that for 50 years minimized radiation exposure to Americans. The new standard would set separate maximum radiation exposure limits and require specific facility actions based on potential worker doses.
California Rep. Mike Levin, a Democrat, praised the announcement as "a monumental step in the right direction." He noted that "for the first time in decades, states are raising their hands" to accept nuclear waste. Levin has long pushed for funding to safely remove and dispose of spent nuclear fuel from decommissioned plants, including the closed San Onofre facility in Southern California. The bipartisan support underscores how nuclear waste storage has become an issue where political ideology matters less than practical solutions.

Scott Roecker, a former National Nuclear Security Administration official now advising the Nuclear Scaling Initiative, called the campuses a sound concept but cautioned against reprocessing spent fuel at the sites for recycling into new fuel, citing cost and security concerns. He emphasized that gaining community acceptance for long-term repositories has been "a hard pill to swallow for certain communities" and that the comprehensive approach—combining storage, enrichment, and manufacturing—helps secure that critical consent.
Rep. Levin noted that Congress must now work to authorize the campuses and establish clear oversight mechanisms. The non-binding nature of the current agreements means formal legislative action remains necessary to transform the framework into operational facilities.
