
Five states have agreed to accept nuclear waste from across the country, a deal brokered by the federal government that promises billions in private investment and tax revenue in exchange for hosting radioactive material. Tennessee, Louisiana, Oklahoma, Utah, and Idaho, all led by Republican governors, welcome the arrangement. These states are offering their land and communities as sites for what the Energy Department calls "Nuclear Lifecycle Innovation Campuses."
These proposed campuses would include not only waste storage but also uranium enrichment, spent-fuel reprocessing, and fuel fabrication. They may also host advanced reactor deployment, power generation, and data centers. The plan aims to address the more than 95,000 metric tons of spent nuclear fuel and radioactive waste currently piling up at nuclear plants nationwide. This material sits near population centers, fault lines, and flood plains.
Who Profits
The Energy Department projects these campuses could attract up to $50 billion in private investment. They could also generate as much as $10 billion in state and local tax revenues. Eligible projects would access federal loans worth billions of dollars. Energy Secretary Chris Wright declared these campuses "massive generators of economic growth" and "crucial to unleashing America’s nuclear renaissance." He called the concept "innovative" for "getting America’s nuclear industry growing again." This framework ensures capital accumulation for private entities, subsidized by public funds and state-provided land.
President Donald Trump has pushed to quadruple domestic nuclear energy production. This surge is driven by increasing electricity demand from a data center and artificial intelligence boom. Trump has also moved to reshape the independent Nuclear Regulatory Commission (NRC) to accelerate nuclear reactor development. The NRC, under his direction, has proposed eliminating a foundational safety principle that has for 50 years minimized radiation exposure for people in the United States.
Who Pays
The NRC proposal would abandon the philosophy of keeping radiation exposure “as low as reasonably achievable.” Instead, it would set a separate standard on maximum radiation exposure. This new standard includes several actions facilities must take depending on the potential dose of radiation to workers. This shift directly impacts the health and safety of labor, prioritizing production over protection.
Tennessee is home to the Oak Ridge National Laboratory, which enriched uranium during World War II as part of the Manhattan Project. Idaho hosts the Idaho National Laboratory, a key research site for nuclear energy and national security. Utah served as a source of raw uranium for the Manhattan Project and a training site for crews that dropped atomic bombs on Japan 81 years ago. These historical ties underscore a long-standing pattern of communities bearing the environmental and health burdens of nuclear development.
The State's Role
The federal government's role is to facilitate this expansion. Energy Secretary Wright's statements frame the initiative as a national imperative for economic growth. The state acts as a broker, offering federal aid and regulatory concessions to incentivize private capital. This includes the NRC's proposed rollback of safety standards, directly serving the industry's cost-cutting agenda.
Plans for a permanent underground storage facility at Nevada's Yucca Mountain have long been stalled. This delay was due to staunch opposition from most residents and officials. Scott Roecker, an advisor to the pro-nuclear Nuclear Scaling Initiative, acknowledged the political challenge of gaining community acceptance for long-term repositories. He noted that “getting a community to accept a long-term repository for nuclear waste has been a big challenge in the United States politically.” Roecker suggested that offering the “whole fuel cycle” at these centers helps “get the consent of that community for that long-term repository,” implying a strategy to buy off local resistance with promises of economic activity.
California Rep. Mike Levin, a Democrat, described the announcement as a “monumental step in the right direction.” He cited bipartisan collaboration as necessary to fix nuclear waste challenges. Levin has advocated for funding to safely remove and dispose of spent nuclear fuel. However, such reform efforts operate within a system that continues to generate waste and now seeks to loosen safety regulations, ensuring the problem persists even as new “solutions” are proposed. Congress must now authorize the campuses and establish oversight, according to Levin.
