Iran's foreign ministry spokesperson Esmaeil Baghaei stated on Monday that any regional security plan must "correctly identif[y] the enemy and the threat" to effectively strengthen security. He added that such a plan must also prevent "instability and abuses by the Zionist enemy and its allies." This declaration came just three days after the leaders of Saudi Arabia, Pakistan, and Turkey signed a mutual security agreement in Mecca. Many regional analysts have suggested this new alliance, comprising Ankara, Riyadh, and Islamabad, is explicitly targeted at Tehran.
Baghaei, however, played down the significance of the pact. He asserted that Iran had no reason to be concerned that the agreement was directed against its interests. The spokesperson framed the pact as reflecting a "change in perception" toward the United States. He also suggested it indicated a broader regional shift toward greater reliance on the states’ own capabilities, rather than depending on outside powers for security.
Iran's Axis of Aggression
The Middle East remains gripped by a prolonged conflict over the strategic Strait of Hormuz. Tehran has responded to this ongoing tension by blockading the vital waterway. Iran characterizes the situation as a "U.S. and Israeli war on the country," which it claims was initially aimed at toppling its government. Saudi Arabia has repeatedly been the subject of Iranian retaliatory actions. These attacks have primarily targeted U.S. military assets located within Saudi borders.
Hostilities have reignited fiercely between Saudi Arabia and the Houthi-led administration in Sanaa. This administration currently controls most of northern Yemen. The Houthis have escalated their response to Saudi air strikes and attacks by its allies in the internationally recognized Yemeni government. Their counter-attacks have focused on Riyadh’s critical energy facilities. Most recently, a Saudi Aramco refinery in the province of Jizan suffered widespread fires. This extensive damage occurred after a drone struck its facilities early one day ago, underscoring the persistent threat from Iran's proxy network.
Shifting Regional Alliances
Pakistan has played a complex role in the regional dynamic. Islamabad has served as a key conduit for negotiations between the U.S. and Iran, even amidst their escalating conflict. Simultaneously, Pakistan has long provided military backing to the government in Riyadh. This support continues while Pakistan endeavors to maintain amiable relations with other Muslim-majority states, including Iran.
Turkish and Saudi relations have seen significant improvement in recent years. This rapprochement followed a period of soured ties. Tensions had arisen over the murder of journalist Jamal Khashoggi in the Saudi consulate in Istanbul, an event now in its eighth year. Disagreements also stemmed from their backing of rival factions in conflicts in Libya. The three states that formed the new Mecca pact—Saudi Arabia, Pakistan, and Turkey—are characterized by largely Sunni populations. Saudi Arabia has maintained frosty relations with Iran, a stark contrast to Turkey and Pakistan, which have remained relatively cordial with Tehran. The formation of this alliance signals a potential new front against the destabilizing influence of Iran and its proxies.
