Sea Plans Monee IPO as Corporate Power Expands

Sea Limited plans to take Monee, its financial services arm, public and launch an AI enterprise platform called Sea Cloud, according to an internal memo sent Tuesday, Oct. 20, 2026. Founder Forrest Li told employees about the proposed listing and new business, putting corporate expansion on the agenda inside the company.

The Bosses Set the Direction

Li said a public listing would give Monee the “resources and the room to go further and faster than it can today.” Monee offers mobile wallets, payment processing, credit and banking services across Singapore, Indonesia, Malaysia, Thailand, Vietnam, the Philippines, Taiwan and Brazil.

That means Sea runs financial services operations in eight markets. The memo described the services and the company’s plans, but it didn’t say what a listing would mean for customers or employees, or explain how Monee would use any resources it gained. The proposal remains a corporate decision announced internally by its founder.

The proposed listing is one part of a broader expansion. Sea also plans to launch Sea Cloud, an AI-first enterprise platform business, according to the memo reviewed by Reuters. The memo gave no further details about the platform, its customers or how it would operate. The plan has a name; the mechanics remain unclear.

The memo went out on the ninth anniversary of Sea’s public listing in New York. That timing puts the proposed listing and new platform announcement alongside a milestone in the company’s history, though the memo didn’t connect either plan to an election, legislative proposal or public decision-making process.

Growth From the Top Down

Li told employees that Sea’s quarterly revenue had grown more than 80 times since its New York listing, reaching US$7.8 billion. The founder presented that figure in the internal memo. It measures company growth, but it doesn’t explain how that growth has affected Monee customers or the employees who received the announcement.

The memo makes clear who gets to announce the next steps: Li told employees about a proposed public listing and an AI business, while the account includes no employee response or grassroots organizing. It also describes no mutual-aid effort, community-led alternative or direct action related to the plans. There’s no community consultation or non-profit organization identified as part of the announcement.

Sea didn’t immediately respond to a request for comment. Reuters reviewed the memo, which provides the basis for the reported plans; the company hadn’t offered further comment at the time of the article. Li said the listing would give Monee room and resources to move faster. The next moves, as described, belong to company leadership—not to a public process set out in the memo.
