National Symbol's Decay Met With Citizen Arrests

The arrest and five-hour detention of a 67-year-old citizen, David Hearn, by National Guard troops and Park Police for examining peeling paint at the Reflecting Pool highlights the regime's response to the decay of a national monument, even as official explanations for the pool's deterioration remain unsubstantiated. Mr. Hearn, a former Olympic canoe racer from Bethesda, Maryland, stated he was merely a "curious citizen" who reached into the pool to assess the "rubbery" new coating. His detention follows President Donald Trump's claims of "multiple arrests" for vandalism, linking the pool's issues to broader attacks on national symbols, including etched numbers "86 47" on the National Mall.

President Trump initiated a $14-million-plus rehabilitation project for the Reflecting Pool for the nation’s 250th anniversary. He stated his predecessors had allowed the pool to turn an algae-stained green, and his plan was to line it with "American flag blue" to better reflect the Washington Monument. After the new pool was unveiled, its blue tinge quickly reverted to a familiar green. Workers attempted to treat the pool with chemicals to kill the algae, but the painted blue lining on the bottom began to peel.

The Cost to the Citizen

On Friday night, Mr. Trump posted on his social media site, alleging "real problems with Vandalism at the beautiful Reflecting Pool." He added that "Just like three days ago, they destroyed the grass outside of the Pool, they’ve also done everything possible to hurt the inside surface that was just installed." Mr. Trump offered no details to substantiate these claims of widespread vandalism. Mr. Hearn, who owned a company that made composite used to build watercraft, confirmed he stopped by the pool during a 64-mile bike ride on Friday to observe the situation. He told The Associated Press that he reached into the pool to examine the peeling new coating, briefly touching a chunk still attached to the side before letting go when a park worker instructed him. Mr. Hearn was subsequently detained for five hours before his release Friday night. The Washington Post first reported Mr. Hearn’s arrest, and he has a court date next month, seeking legal assistance.

Unsubstantiated Claims and National Symbols

Mr. Trump later posted that Park Police "have arrested multiple individuals for vandalizing our Nations magnificent Reflecting Poll," subsequently correcting his spelling to "Pool." He further wrote, "Who would do such a thing? These are very serious crimes having to do with the destruction of National Monuments. Years in jail!" However, the presence of algae clouds in green water and large swaths of loose blue paint detached from the bottom of the pool are not explained by an individual pulling ribbons of paint from the side. Mr. Trump also claimed something nefarious had occurred, posting, "No different than the chemicals that were used on the National Mall, they used something similar in the Reflecting Pool to try to destroy and demean our beautiful work." This statement was an apparent reference to the discovery of large numbers, "86 47," etched in discolored grass on the National Mall the week before. Authorities indicated the numbers could have been intended as a threat to Mr. Trump, the 47th president, with "86" being slang for "getting rid of." Authorities are reportedly investigating this incident. Mr. Trump’s claims regarding vandalism followed days of negative media attention focused on the deteriorating condition of the pool, which attracted television cameras and curious onlookers.

Institutional Silence

Agencies responsible for law enforcement and upkeep on the National Mall, specifically the U.S. Park Police, National Park Service, and Interior Department, did not respond to requests for comment regarding the alleged arrests or the state of the Reflecting Pool. This institutional silence leaves the public without official substantiation for the claims of widespread vandalism or clarity on the measures taken against citizens like Mr. Hearn. The ongoing investigation into the "86 47" etching on the National Mall further underscores the perceived threats to national symbols and leadership, while the actual causes of the Reflecting Pool's decay remain obscured.
