Trump Moves to Close D.C. Municipal Golf Course

Two Washington residents and a historical-preservation group are suing to stop changes to East Potomac Golf Links. But President Trump said Sunday the municipal course would close within four weeks for a major overhaul. The administration has finalized plans to replace it with what Trump called a “world class championship golf course.” He said the replacement would be playable in about 15 months.

A Court Order, Then a Closure Plan

The lawsuit challenges changes to a municipal course, while the administration moves ahead with a plan to shut the existing facility and replace it. Trump’s announcement has renewed urgency around the legal fight. It appeared to confirm the plaintiffs’ warning that the administration might seize the course before they could meaningfully challenge the plan.

In July, a federal judge ordered the administration to provide long-term plans and barred it from carrying out a surprise overhaul. The order came after Trump had made surprise changes to the East Wing of the White House and the Lincoln Memorial Reflecting Pool, according to the account of the court’s decision.

Earlier this month, the Interior Department removed hundreds of trees over a holiday weekend. The action left the court and the group suing to stop changes less than a day to respond. It came before Sunday’s announcement of a finalized course plan, putting a concrete change to the site alongside a legal dispute over what may happen next.

The people challenging the changes are using a federal lawsuit. The base account identifies the plaintiffs as a historical-preservation group and two Washington residents; it doesn’t describe any broader community campaign, mutual-aid effort, or direct action. Their case centers on whether they can meaningfully challenge the administration’s plans before it takes over or alters the existing course.

A Championship Course for Whom?

Trump said the administration had secured a design by Tom Fazio, a golf-course designer who has planned other courses owned by the Trump Organization. The stated plan is to turn East Potomac Golf Links into a championship course, close it within four weeks, and make the replacement playable in about 15 months. The announcement gives no further details about the design or how the closure will affect people who use the municipal course.

In a social media post Sunday morning, Trump said he had notified professional golf organizations that “they will soon have one of the best and most spectacular golf courses anywhere in the world to put on their list of great places to play, and hold major events.” His pitch features the organizations’ prospective access to a venue for major events; the account offers no comparable statement from course users.

Trump shared a rendering of the proposed course. It resembled a blurred-out image on his desk in a Friday photograph posted by Katie Zacharia, his press secretary, who left the role after less than a week. The announcement gives a timetable and a designer, while the federal lawsuit continues to challenge the administration’s power to change the site before challengers can obtain meaningful review.
