The U.S. intelligence apparatus has intensified its sharing with Ukraine, providing a critical boost to Kyiv's war effort. This renewed cooperation comes during a strategic window in Moscow's four-year-long war, according to long-time Ukraine watchers. Senator Mark Warner, D-Va., a proponent of increased U.S. assistance, confirmed the improved intel-sharing agreement. He believes it has helped Kyiv gain an advantage.
Ukraine has launched more aggressive strikes deep within Russian territory in recent months. These actions, enabled by U.S. intelligence, have allowed Kyiv to reclaim land and stabilize its front line. Republican Senators John Cornyn, R-Texas, and Roger Wicker, who chairs the Senate Armed Services Committee, both affirmed the increase in intel-sharing. Cornyn remarked, "Everybody loves a winner and looks like Ukraine has turned the tide."
The State's Hand in Prolonging Conflict
Senator Tim Kaine, D-Va., also noted greater communication between the two nations. He observed this shift during visits to Ukraine in April 2025 and again in July 2026. George Barros, director of innovation and open source tradecraft at the hawkish Institute for the Study of War, credited U.S. cooperation for Ukraine's improved military standing. Barros stated that former President Trump reportedly approved intelligence sharing for Ukrainian strikes on Russian energy infrastructure last year. These strikes, he added, became "supercharged" and significantly more effective with American intelligence, forming part of a "larger, more coherent strategy for how to actually create real costs."
American early warning systems have also alerted Ukrainians to incoming Russian missile attacks since the war's early days. The White House, while not detailing the intelligence expansion, stated Trump's focus is on ending the war. "The President wants this war settled so the senseless killing ends," a White House spokesperson claimed. This rhetoric of peace stands in stark contrast to the administration's actions facilitating deeper military engagement.
Mutual Extraction and Stalled Diplomacy
Washington also benefits from Kyiv's intelligence, according to John Herbst, former U.S. ambassador to Ukraine. Herbst, who maintains contact with Ukrainian officials, asserted, "Ukraine has outstanding intelligence on Russia." Stephen Sestanovich, a fellow at the Council on Foreign Relations, echoed this, calling Ukrainian insights into Moscow "of a sort that justify a truly cooperative and reciprocal sharing arrangement." This exchange solidifies the U.S. position as a key player in the regional conflict, securing strategic information.
Ukraine's stronger military footing coincides with stalled U.S.-mediated peace talks with Moscow. Trump's negotiating team, including Steve Witkoff and Jared Kushner, has been preoccupied with the Iran war. This shifted focus has relegated Ukraine on the administration's priority list. Ukrainian President Volodymyr Zelenskyy's standing with Trump appears to have risen as Kyiv made gains against Russia. In early July, a barrage of Ukrainian strikes on Russian energy infrastructure forced Moscow, a major fuel exporter, to halt diesel exports. Zelenskyy, seeking to leverage this, claimed Kyiv planned to provide Trump with evidence that Russia was aiding Tehran before his July Oval Office visit. The cycle of military escalation continues, even as official channels for de-escalation remain gridlocked.
