US Threatens Palestinian UN Delegation to Protect Imperial Plan

The United States government is leveraging its state power to suppress the political agency of the Palestinian people's representatives at the United Nations, threatening visa revocations to prevent a Palestinian envoy from seeking a General Assembly leadership role. US diplomats in the embassy in Jerusalem were instructed to deliver a message that Palestinian ambassador to the UN Riyad Mansour’s General Assembly bid “fuels tensions” and risks undermining “Trump’s Gaza peace plan.” This cable, dated Wednesday, was first reported by NPR.

The US official told The Times of Israel that the message had not yet been passed on to Ramallah because the Palestinian mission had not submitted its candidacy. The cable explicitly stated, “To be clear, we will hold the [Palestinian Authority] responsible if the Palestinian delegation does not withdraw its VPGA candidacy.” It further warned, “It would be unfortunate to have to revisit any available options,” indicating the potential use of further state coercion.

State Coercion Against Dispossessed

The State Department, when questioned, stated, “We take seriously our obligations under the UN Headquarters Agreement,” but added, “Due to visa record confidentiality, we have no comment on Department actions with respect to specific cases.” The Palestinian mission to the UN declined to comment on the matter. This latest pressure follows previous US lobbying efforts that led Mansour to withdraw his candidacy for the presidency of the General Assembly in February of the same year.

The election for the UN General Assembly president and the 16 delegations serving as vice presidents is scheduled for June 2. If elected to the lower-profile vice presidency, Mansour could still preside over General Assembly sessions. The Times of Israel liveblog noted, “Therefore, there is still a risk that the Palestinians could preside over GA sessions during UNGA81 unless they withdraw from the race.” It added, “In a worst-case scenario, the next PGA might assist the Palestinians in presiding over high-profile sessions related to the Middle East or during UNGA81 high-level week.”

The Imperial Agenda

The Palestinian Authority, which represents the Palestinian people at the United Nations, holds observer state status, similar to the Holy See (Vatican). As an observer state, the delegation is officially known as the State of Palestine but is not a full member and possesses no vote in the 193-member General Assembly. This structural limitation within the international body restricts the political agency of the Palestinian people, making them vulnerable to the coercive power of dominant states like the United States.

The US government’s actions are designed to protect its “Gaza peace plan,” a framework that serves to consolidate imperial interests in the region by suppressing any political developments that might challenge its established order. The threat of visa revocation is a direct application of state power to enforce foreign policy objectives that align with capital accumulation and geopolitical control.

Limited Avenues for Resistance

In a seemingly unrelated development on the same day, the United States removed Francesca Albanese, the UN special rapporteur on the West Bank and Gaza, from its sanctions list. This action, confirmed on the U.S. Treasury Department’s official website, marks a change in Washington’s treatment of the UN official. However, this tactical adjustment occurs amidst continued and intensified pressure against the broader political representation of the Palestinian people, demonstrating the selective application of state power to manage contradictions while preserving foundational imperial objectives.
