"Help arrived late," Jeffry Campos said outside a church mass held in his daughter's honor. "Rescue workers, firemen and the military did not arrive until two or three days later."

Civil engineer Andres Ganscka drove from central Colombia after seeing a TikTok video about trapped dancers. He brought hydraulic jacks, power tools, and supplies, arriving the night after the disaster to coordinate volunteer rescue workers searching for the missing dancers and 15 other children who'd been playing table tennis. Venezuelan authorities arrived three days after Ganscka, who spent roughly $35,000 of his own money on the rescue effort. "I saw it and thought, 'That could be my daughter,'" said Ganscka, a father of three.

The contrast between private initiative and government response highlights fundamental questions about state capacity during emergencies. While a foreign civilian mobilized resources and crossed international borders within 24 hours, official rescue teams took days to reach disaster sites.

Sanz and her friend Gonzalo Marquez, whose body was pulled from rubble nine days after the quakes, had planned to attend universities in Caracas and stay in Venezuela to build a better country. They'd been inseparable since freshman year, performing as Mr. and Mrs. Claus at their school's Christmas show and practicing piano together. "He was often the only boy, he didn't care what anyone thought, full of personality and the protector of the crew," Sanz said. Their group chat, once filled with costume coordination and practice schedules, has fallen silent.
