
The Australian Prime Minister's recent far-reaching artificial intelligence policy, including new national standards and expectations for major AI companies, signals a state-led effort to manage technological change for capital. This policy, which establishes an Office of AI within the prime minister’s own department, frames AI not as a tool for collective liberation but as a "whole-of-economy agenda" touching jobs, energy, defence, copyright, and productivity.
Dr. Prins Ralston, chief executive of the Australian Computer Society, stated that every obligation the prime minister seeks to impose, from copyright protection to national security, will ultimately "live or die in the hands of the workforce." This workforce designs, procures, deploys, audits, and maintains AI systems. Ralston emphasized that treating workforce capability and professional recognition as a "downstream execution detail" would be a fundamental error, declaring them "critical national infrastructure" in the AI era.
Who Profits from Automation?
The ACS Australia’s Digital Pulse 2026 report, produced by Deloitte Access Economics, quantified the immense value extracted from digital labor. Digital skills contributed an estimated $476 billion to the economy last year. The tech sector alone added $142 billion, with exports exceeding $12 billion. These figures represent the accumulated wealth generated by a workforce increasingly subjected to the demands of AI.
Technology workers, the report noted, stand "at the forefront of AI disruption." On average, 70 percent of their work time is now affected by AI through automation, augmentation, or entirely new responsibilities. This signifies a profound restructuring of labor, demanding constant adaptation from workers to serve the system's evolving needs. Forty percent of new tech workers over the past five years entered via non-traditional routes, including workplace training and self-starter pathways, a response to capital's "long-standing shortages" rather than a sign of worker empowerment.
Ralston clarified that "professionalisation" extends beyond technical know-how. It requires individuals who view technology from a "business perspective and a security perspective," focused on "delivering business outcomes, not just deploying technology." This definition explicitly links worker skill development to the profit motives of capital.
The State's Role in Wage Stratification
Analysis within the report revealed that accredited training, mapped against frameworks such as Skills for the Information Age (SFIA), is associated with a wage premium of approximately 7.3 percent, or $8600 per year for the average technology worker. This demonstrates how the system creates and reinforces wage stratification, rewarding specific forms of credentialed labor while leaving others behind. In AI-exposed domains like cybersecurity, data, and machine learning, consistent assessment and ongoing professional development are deemed even more important, further entrenching this hierarchy.
Ralston warned that if the AI framework fails to build a coherent system for recognizing and mobilizing domestic capability, Canberra will possess "beautifully drafted rules and too few trusted professionals to implement them." He stated that if the Office of AI is serious about delivering the "economic and productivity gains" it has been tasked with, it must integrate workforce capability from the outset. Otherwise, Australia risks becoming a "data warehouse" for AI products made elsewhere, serviced by a "thin layer of domestic implementation capacity." This concern is not for the workers, but for national capital's competitive position within the global economy. Ralston concluded, "capital follows clarity," and in the age of AI, "clarity about human capability will be as important as clarity about standards and regulation," explicitly linking human labor power to the movement and accumulation of capital.
