Angola Builds National Cyber Defences Amid Digital Shift

Angola established a new legal framework for cybersecurity, approved a National Cybersecurity Strategy and created the National Cybersecurity Council as it builds national defences for an expanding digital space. Telecommunications, Information Technologies, and Media Minister Mario Oliveira outlined the measures Monday at the opening of Cyberdrill 2026 in Luanda.

National Framework

The measures put national institutions and laws at the centre of Angola’s cybersecurity effort. Oliveira said the country had made progress establishing the framework, but warned that laws, strategies and institutions alone don't give the country the operational capabilities it needs to meet digital threats.

“We are aware that approving strategies, creating institutions, and passing laws is only part of the path we must travel,” he said. “The greater our presence in the digital space, the greater our responsibility to ensure that this space is secure, stable, reliable, and resilient.”

Oliveira identified the next challenge: turning policy and regulatory foundations into operational capabilities. Those capabilities, he said, must allow the country to prevent, detect, respond to and recover from digital threats. His remarks focused on national cybersecurity capacity and the practical work needed to put the government’s framework into operation.

Institutions and Implementation

A secure digital ecosystem requires functional cooperation among state defence and security institutions, judicial authorities, regulatory bodies and the private sector, Oliveira said. He named those groups as participants in the cooperation needed to support cybersecurity. Government bodies and private organizations, he said, share a role in the national effort.

Investment alone won't secure the system. Oliveira also said it must go hand in hand with education, innovation and specialized technical training. The government’s stated approach includes both capital investment and the development of technical skills. He described those elements not as separate from the cybersecurity framework, but as requirements that accompany a secure digital ecosystem.

The minister reaffirmed the Angolan government’s commitment to national cyber defences, broader socioeconomic resilience and digital integration within the Southern African Development Community (SADC). Those are government commitments, according to the source account. It doesn't identify any transfer of cybersecurity authority to an international body, and it doesn't report that SADC has taken control of Angola’s national institutions.

Regional Conference

Cyberdrill 2026 is a regional cyber simulation and anti-cybercrime conference, co-organized by Africacert, the SADC and the Angolan government. It brings international cybersecurity experts and incident response teams to Luanda, and runs through Friday.

The conference provides a setting for Angola’s announcements. The account doesn't detail particular exercises, participating countries or decisions made by attendees. Instead, it reports Oliveira’s emphasis on building operational capacity and cooperation among national institutions, judicial authorities, regulators and private-sector organizations.

The source describes cybersecurity policy and institutions, not demographic change, migration policy or popular opposition. It names no nationalist or dissident voices, and identifies no specific private-sector beneficiaries. Angola’s reported national measures are the legal framework, strategy and council. The task ahead is to turn that foundation into capabilities to prevent, detect, respond to and recover from digital threats.
