Gaza Arms Smuggling Strike Shadows Rebuild Plans

Two Palestinian weapons smugglers died in an Israeli airstrike in Khan Younis on October 14. At the same time, Israeli companies prepared to compete for possible reconstruction contracts in Gaza, while scrutiny continued over a delayed Shin Bet assessment of smuggling. The IDF said the men brought weapons and other military equipment into the Strip. It said the strike aimed “to remove a threat” to Israeli civilians and troops stationed there.

The Smuggling Threat

The IDF identified the men as Basel Nabil Abd al-Rahman Kashta and Ahmad Raja al-Shaer. The military said they “were involved in smuggling weapons and additional military equipment into the Gaza Strip.” It described the Khan Younis airstrike as a measure to remove a threat to Israeli civilians and IDF troops stationed in Gaza.

The strike comes as a separate dispute continues over an agency assessment of goods smuggled into Gaza. Haaretz reported that Shin Bet chief David Zini delayed transferring the assessment for several weeks. Prosecutors had asked the agency to clarify its policy on Gaza smuggling and assess the security implications for cases against alleged smugglers.

A source told Haaretz that Zini “must not go near these matters” while his brother is charged. Haaretz also reported that officials barred Zini from involvement in the case. The assessment concerns smuggling policy and security implications relevant to prosecutions. The reported restriction, meanwhile, addresses the Shin Bet chief’s involvement in that matter.

Reconstruction Awaits Approval

Some of Israel’s largest engineering and infrastructure companies are competing for billions of dollars in contracts to rebuild the Gaza Strip. The US-led Board of Peace is preparing to issue about 60 tenders for reconstruction work in areas of Gaza under Israeli control.

No contracts have been awarded. One executive said, “All the companies are gathering data and waiting for the political green light.” Companies are preparing information as they wait for approval to proceed; the tender process hasn't yet produced awarded work.

The planned tenders concern reconstruction in areas under Israeli control. Rebuilding plans now sit alongside an active security issue: the IDF says the two men killed in Khan Younis were smuggling weapons and additional military equipment into Gaza. The military said the smugglers posed a threat to Israeli civilians and troops, and that's why it carried out the strike.

Prosecutors also sought a security assessment focused on smuggling into Gaza. They asked the Shin Bet to clarify its policy and evaluate the security implications in cases against alleged smugglers. The report about the delayed assessment and the military’s account of the Khan Younis strike describe separate developments, but both concern the movement of goods or weapons into the Strip and the security questions surrounding it.

For now, reconstruction tenders remain at the preparatory stage. Companies are collecting data, the Board of Peace is preparing about 60 tenders, and no contracts have been awarded. The IDF has reported killing two men it identified as weapons smugglers, while the Shin Bet assessment remains subject to the reported delay and restriction on Zini’s involvement.
