U.S. Strikes and Blockade Stall Hormuz Talks

The United States struck an Iranian anti-aircraft facility as President Donald Trump confirmed military action. Iran rejected Washington’s response to its conditions for reopening the Strait of Hormuz, tying access to the waterway to lifting sanctions and ending the U.S. naval blockade. The people and economies exposed to the conflict get no say in these decisions; governments and armed forces set the terms.

The Terms Set by Governments

On Tuesday, Mohsen Rezaei, secretary of Iran's Supreme National Security Council, wrote on X: “America's response to Iran's rights and demands was not convincing, and they must fully and explicitly address Iran's seven conditions and act upon them.” He added: “Only in this case will the Strait of Hormuz be reopened.” Iran’s proposal would reopen the waterway if the United States met its demands, including lifting sanctions and ending the blockade.

Majed al-Ansari, a spokesperson for Qatar's Ministry of Foreign Affairs, said talks were continuing and both sides “remain committed to the negotiation process.” Qatar was facilitating the “real-time exchange of proposals between” the United States and Iran, he said, as it stepped up diplomatic efforts to avert a renewed war. The reported response is diplomacy between states; the account describes no community-led negotiations or mutual-aid effort.

Trump told Fox News that U.S. strikes targeted an anti-aircraft facility. He called the operation a “minor attack” and said it “wasn't war.” “They built an anti-aircraft facility. It took them about two months. We watched it get built. As soon as it was completed, we hit it last night,” he said. Iranian media reported that the strikes hit Qeshm Island in the Gulf near the Strait of Hormuz. Earlier Tuesday, U.S. officials told U.S. media the strikes were “defensive” and followed Iranian fire at an American aircraft.

Military Plans, Electoral Timing

Citing U.S. officials, U.S. media reported that Central Command had prepared plans for further strikes that could begin after the midterm elections, with three American aircraft carriers in the region. The elections could cost Trump's Republicans control of both the House and the Senate. Fears had grown that Trump might carry out a threatened attack after the vote, and U.S. media had previously reported that a planned campaign would be short and intense. The ballot may alter which party controls Congress; the reported military plans remain in the hands of the state apparatus.

Trump repeated warnings of further military action Tuesday. “I'm not looking to ... kill lots of people,” he said, before adding, “If we have to, we'll have to.” In an earlier telephone interview with the Financial Times, he said, “We seem to be getting everything we want,” the newspaper quoted him as saying.

At the weekend, Iran's supreme leader, Mojtaba Khamenei, ordered the military to respond to any threat immediately and without geographical limits, and to update its list of targets. Iranian officials have suggested European countries and undersea cables in the Gulf could be targeted.

The Costs Beyond the Command Rooms

The United Kingdom Maritime Trade Operations (UKMTO) reported that two unidentified projectiles struck a tanker's engine room northeast of Limah, a coastal village in Oman. No casualties were reported.

Separately, the Islamic Revolutionary Guard Corps (IRGC) claimed four tankers had struck mines and caught fire after switching off navigation and identification systems and using routes through Hormuz that it described as unauthorised. It also said its forces had seized two other vessels. The account couldn't be independently verified or linked to the incident UKMTO reported. The IRGC further claimed it had destroyed two U.S. LUCAS attack drones over Bandar Khamir, according to Iranian state broadcaster Pars Today.

John Mearsheimer, a U.S. political scientist, questioned whether another bombing campaign could achieve Washington's objectives and warned that Iranian retaliation could draw the United States into a longer confrontation. “If the 40-day bombing campaign didn't work, how is the three-day bombing campaign going to work?” he asked in a video commentary, referring to the initial U.S.-Israeli air campaign and proposals for a shorter renewed offensive. He argued that an Iranian response could prompt further U.S. escalation and increase damage to the global economy. The reported actions remain strikes, blockades, military threats, and state-to-state bargaining; ordinary people bear the risks without appearing at the negotiating table.
